The contract consists of the design, development, maintenance and operation of the so-call PCS - Capacity Broker system. PCS – CB is in essence the new major version of the existing PCS-Envelope Concept (PCS-EC). The new major version can be split, by processes which would be supported, into eight main parts: 1. Development of TCR Tool and ECMT and migration their data from legacy applications
To develop the new application (TCR Tool and ECMT – Fusion) which would have multiple modules: • TCR Tool (a subset of the current TCR Tool) • Capacity Model (a subset of the current ECMT) • Capacity Supply (a subset of the current ECMT) Target solution is one application which is fully TAF/TAP TSI compliant, with a modular structure which holds all functionalities currently supported by TCR Tool and ECMT plus the planned ones (for 2023 and 2024) built on top of one database.

Development of TCR Tool and ECMT and migration their data from legacy applications With the Timetable and Capacity Redesign – or ‘TTR for Smart Capacity Management’ – a market-oriented, efficient, digitalised and competitive capacity management process will be introduced to serve both passenger and freight market needs. The program aims to provide the market with more flexibility and promote better cooperation between all involved stakeholders across two phases: Advance Capacity Planning and Timetabling. To achieve these improvements and ensure smooth communication in this complex environment, the timetabling process must be supported by European and national IT systems. The TTR programme is strongly supported by the proposal of the European Commission on the usage of railway infrastructure capacity in the single European railway area. With the change of business processes on the European level, RNE will provide a completely new platform called Digital Capacity Management (DCM) that enables and supports the programme via software products. consists of three main products: • the Temporary Capacity Restrictions Tool (TCR Tool) • the European Capacity Management Tool (ECMT) • the Path

The intention is to ensure a train running forecast information in the RNE TIS by implementing a forecasting module to the application providing predictions for any train run having an available timetable and afterwards train running information. The RNE intends to find a developer via public procurement in the first half of 2024. The forecasting module for the RNE TIS should be developed and implemented in the first six months of the three-year contracted period.

Extending the feasibility study for a European transport market study and on updating the transport market studies of the Rail Freight Corridors (RFCs) - RFC_ETMS_FS_2023_24
The methodologies for conducting of the previous transport market studies (TMSs) of individual Rail Freight Corridors (RFCs) varied considerably, thus making the contents of these studies often incomparable. Moreover, due to the different point in time at which individual RFCs went into operation, the timeline and periodicity of updating the TMSs varied among individual RFCs. In 2022, these aspects have been addressed by means of a dedicated project involving the representatives of all RFCs, resulting in a feasibility study for conducting a European TMS (focusing mainly on freight transport) and a draft of dedicated RNE guidelines for updating RFCs’ TMSs. Consequently, RNE was also requested by the European Commission (via the call for technical assistance to RNE in 2023-24) to extend the first feasibility study for conducting a European TMS of 2022 in order to put an equal focus also on the passenger transport in 2023 and to set up a detailed implementation plan in 2024. These deliverables are to be provided in a broader perspective of conducting a complex European TMS in 2025 (and beyond).
